A Practical Guide to CENABAST Public Tenders

A source-led guide for pharmaceutical suppliers evaluating CENABAST and Mercado Público opportunities in Chile—from eligibility and bid/no-bid review to post-award execution.

Can a new company participate?

ChileCompra's general supplier guidance does not list company age as a standalone eligibility requirement. A recently incorporated company may therefore be able to bid once it is legally established, registered and shown as eligible in Chile's official Supplier Registry, subject always to the requirements of the specific procedure.

The practical barriers are usually different: product compliance, supply capacity, valid authorizations, financial readiness or previous experience when the tender documents make those factors relevant. Eligibility, company age and competitive scoring should not be confused.

Understand the two systems

Most CENABAST opportunities are published and bids are submitted through Mercado Público, Chile's public procurement platform. Since 12 December 2024, suppliers must be registered and in eligible status in the Supplier Registry to participate in public purchasing procedures.

CENABAST also operates a supplier environment used for operational supply management, including stock and distribution reporting. Access to that environment should not be confused with the public platform used to find and prepare a bid.

When a procedure is identified as an informative tender, Mercado Público publishes the opportunity but does not receive the bid. The tender documents specify the external submission channel.

Control four areas before considering a bid

A pharmaceutical supplier should confirm the corporate, regulatory, product and supply baseline before investing in a submission. A matching active ingredient is not enough: the offered product must correspond to the exact tender line.

  • Corporate eligibility: valid company information, representatives and powers, beneficial-ownership information and eligible Supplier Registry status.
  • Regulatory readiness: valid ISP product registration and the authorizations applicable to the manufacturer, importer, distributor and facilities involved.
  • Product readiness: exact dosage form, strength, presentation, packaging, shelf life, storage conditions and traceability requested.
  • Supply readiness: realistic stock, manufacturing or import lead times, quality release, logistics, working capital and distribution capacity when required.

Make a commercial bid/no-bid decision

The central question is not only whether the product can be offered. The supplier must determine whether the future contract can be executed reliably and profitably.

Historical purchases, prices and supplier information can help explain the market, but they do not guarantee future quantities, evaluation conditions or awards.

  • Required quantities, delivery dates and minimum shelf life at delivery.
  • Manufacturing, import, quality-control and release lead times.
  • Storage, cold-chain, nationwide distribution and incident-management costs.
  • Payment timing, working-capital requirements, guarantees and penalties.
  • Public evidence from previous purchases, prices and supplier performance where relevant.

Read the tender as a future contract

Never rely only on the summary displayed in Mercado Público. The complete tender package may contain administrative rules, technical specifications, forms, amendments, deadlines and official answers to supplier questions.

Separate requirements that determine admissibility from factors that award or deduct points and from obligations that apply after an award. If a rule is unclear, use the official questions-and-answers channel before its deadline; an informal conversation does not amend the tender documents.

Keep the offer simple and internally consistent

A sound bid connects administrative, technical and financial information. Every product name, quantity, pack conversion, price, certificate and signed form must describe the same offer.

A correct product can still be rejected because of an incorrect unit price, an unsigned form, a defective guarantee or a late submission. Submit early enough to review the platform summary and retain the official receipt.

  • Administrative: supplier identification, declarations, representation and any required security.
  • Technical: exact product identification, regulatory documents, specifications, shelf life, storage and supply capacity.
  • Financial: price in the required unit and currency, applicable taxes and correct conversion between commercial pack and tender unit.

After submitting—and after winning

Monitor amendments, clarification requests, evaluation records and the award decision through the official platform. If awarded, confirm the lines, quantities, prices, delivery schedule, contract documents, guarantees and penalties before execution, and maintain eligible Supplier Registry status.

CENABAST's operational environment supports stock and distribution reporting after award. Deliveries, traceability, invoicing, quality information and incidents must remain documented throughout the contract. Past performance—including late delivery, withdrawal and quality history—can matter in later evaluations under the applicable tender rules.

Five questions before bidding

If any answer remains uncertain, the bid is not ready.

  • Is the company currently registered and eligible to sell to the State?
  • Does the offered product match every technical and regulatory requirement?
  • Can the company supply the full quantity on time and with the required shelf life?
  • Does the price cover logistics, financing, guarantees and contractual risk?
  • Has the complete package—including amendments and official answers—been reviewed?
